Start with the official address
The Provincial Government of Aklan publishes the Authorized Accommodation Establishments in Boracay Island page. Its heading identifies the content as the “List of DOT Accredited Accommodation Establishments in Boracay Island as of July 4, 2024.” The list has two columns: “Name of Establishment” and “Location”.
The page host and the accreditation label should not be conflated: Aklan is the provincial government publishing the page, while the heading describes the establishments as DOT-accredited. Nor is the page a live, unqualified assurance of present status: its own wording is limited to the directory dated July 4, 2024.
Representative White Beach entries establish the following address associations:
- Ambassador in Paradise Resort is listed at Station 1, Brgy. Balabag, Malay, Aklan.
- 8 Colors Beach House Resort is listed at Station 2, Brgy. Balabag, Malay, Aklan.
- 357 Resort Boracay and Bamboo Boracay Beach Resort are listed at Station 3, Brgy. Manoc-Manoc, Malay, Aklan.
These names are address examples, not recommendations. They show Station 1 and Station 2 entries in Brgy. Balabag and Station 3 entries in Brgy. Manoc-Manoc, but they do not define an exhaustive boundary between the stations.
A count of the location strings in that directory gives Brgy. Balabag 264 appearances, Brgy. Manoc-Manoc 115 and Brgy. Yapak 51. Separately, the location entries directly containing “Station 1” appear 61 times, “Station 2” 70 times and “Station 3” 42 times. These are counts of the directory text, not DOT-published establishment totals, room counts or market shares. The barangay and Station counts are also not a cross-tabulation, so they should not be combined to calculate a station-by-village total.
Most importantly, the directory’s name and location columns do not establish beachfront position, walking distance or direct access to a particular part of the beach. A Station number is useful for locating a property, but it cannot replace a property-specific access description.
What Boracay Newcoast changes in the comparison
The same official list also uses “Boracay Newcoast, Brgy. Yapak, Malay, Aklan” as an address format. Belmont Hotel Boracay is listed as “Boracay Newcoast, Brgy. Yapak,” as is Babosam Hotel at Oceanway Residences. Brgy. Yapak’s 51 appearances make it another visible address concentration in the directory text.
The supported distinction is therefore geographical and administrative naming: Station 1/2/3 entries are associated in the examples with Balabag or Manoc-Manoc, while the Newcoast examples use Yapak. The list does not provide a boundary map showing Newcoast’s position relative to White Beach, nor does it measure transfer convenience, beach access, views, quietness or the character of the surrounding area.
Accordingly, Newcoast should be treated as a separate named location zone to verify—not as a quality ranking or a guarantee of a particular resort experience. The practical trade-off exposed by the evidence is not that one zone is better. It is that a broad location label conceals property-level questions about access, arrival arrangements and the exact room being offered.
Boracay’s management and ecological responsibilities
The Supreme Court of the Philippines E-Library records Boracay’s formal administrative history. Proclamation No. 1801 of November 10, 1978 declared Boracay Island, Aklan a tourist zone under the administration and control of the PTA, pursuant to Section 5 (D) of PD 564. Executive Order No. 377, series of 2004, authorized an Eminent Persons Group to oversee the “Sustainable Development of Boracay Tourism”; the text is dated April 18, 2006.
These are historical provisions in the cited legal text. They should not be presented as a complete statement of the present administrative chain or as current operational authority.
The legal language on “Ecological Preservation and Maintenance” calls for ecological preservation, maintenance and/or rehabilitation of common and public areas within the tourist zone and its environment “through the proper authorities concerned.” It specifically identifies control of beach erosion and pollution as part of preserving the zone’s tourism value.
The source calls Boracay a tourist zone; it does not give it a protected-area name in this passage. Claims about a named protected area, a current site-specific regulator or present hotel-level environmental duties should therefore not be inferred from the order. The defensible principle is narrower: the legal framework places public-area ecological responsibility with the authorities concerned, while individual properties must substantiate any specific stewardship claims they make.
Entry requirements and accommodation standards can change
Boracay’s entry procedures have also been adjusted by official orders. Executive Order No. 047, Series of 2022 lifted implementation of the “Quick Response” Codes (QR Codes) requirement for tourists entering the Province of Aklan, effective October 29, 2022.
That date establishes what changed then. It does not, by itself, establish the complete current entry process or whether some other requirement has subsequently applied. Travellers should request the current official guidance rather than treating the 2022 adjustment as a permanent waiver of all entry formalities.
The Provincial Government’s Guide for Tourists Going to Boracay Island includes the “Boracay Flow Chart,” sourced to the Aklan Provincial Tourism Office and the Malay-Boracay Tourism Office. It lists the following contact details for that office:

These are the appropriate official channels to ask for the current version of an entry or island-travel requirement.
Accommodation standards are not static either. On March 14, 2025, DOST-Aklan and the Department of Tourism Regional Office No. 6 held a public Halal-tourism training for 20 DOT-accredited accommodation establishments at Boracay Tropics Resort Hotel. The Office of Halal Tourism and Muslim Concerns led a “Muslim-Friendly Certification Overview” and discussed amended guidelines governing the operation and recognition of Muslim-friendly accommodation establishments.
The amended guidelines are explicit evidence that recognition language can be revised. The release documents training and standards development, not a property-by-property certification result. A traveller who needs Muslim-friendly accommodation should ask the individual hotel for its exact recognition claim, scope and current record rather than assuming that participation in general training equals certification.
What to confirm before booking
Use the official directory to establish an initial location and identity, then obtain property-specific answers to the following:
- Exact establishment and address: Ask for the property’s exact official name, barangay, Station or Boracay Newcoast wording, and the address used in its current material. “White Beach” alone is not enough to compare two properties.
- Current accreditation evidence: Ask which dated DOT-accredited list the hotel relies upon and request current written confirmation tied to its exact name. Inclusion in the July 4, 2024 list should not be turned into an unsupported claim about present status.
- Beach access: Ask the hotel to identify the relevant access point and explain the route in its current material. Do not infer beachfront status, walking time or distance from a Station or barangay name.
- Boat-transfer arrangements: Confirm the pickup point, reservation process, operating schedule for the intended travel day, baggage arrangements and how service changes or disruptions are communicated.
- Room category: Establish exactly which named room category is being booked and what location or access description applies to it. A general description of Boracay’s beach or sunset cannot substitute for a room-specific statement.
- Recognition needs: For Muslim-friendly accommodation, request the exact recognition record, its scope and current status. Training participation is not equivalent to an individual certification.
- Contractual terms: Ask for cancellation cutoffs, deposit treatment, refundable and non-refundable components, guest policies and transfer-related consequences in writing. Do not infer contractual rights from a directory listing or booking-platform label.
- Environmental claims: If ecological stewardship is a priority, ask which specific measures or programmes the property can document. The legal framework’s public-area responsibilities do not certify an individual hotel’s environmental performance.

Do two hotels with the same Station and barangay offer the same beach experience?
